Project Management Consultancy – Singanpore STP Augmentation under AMRUT Mission

We were entrusted with the Project Management Consultancy (PMC) services for a strategically vital wastewater infrastructure initiative: the augmentation and upgradation of the existing 155 MLD Sewage Treatment Plant (STP) at Singanpore to a total capacity of 255 MLD. This project, executed under the AMRUT Mission, involved state-of-the-art enhancements to ensure compliance with advanced biological and tertiary treatment norms.

Scope of Work:

Our responsibilities encompassed comprehensive support from planning through successful commissioning, including:

  • Detailed Project Report & Design: Preparation of the DPR, conceptual and detailed engineering design, technical specifications, and cost estimates for the construction and upgradation.
  • PMC for Field Execution: Oversight and management of construction and installation phases to ensure quality, timeliness, and adherence to specifications.
  • Technology Integration: Deployment of BNR (Biological Nutrient Removal) and BPR (Biological Phosphorus Removal) technologies, and integration of SCADA-based monitoring systems linked to the central control room of SMC.
  • Tender & Bid Process: Preparation of tender documents and facilitation of techno-financial evaluation and contractor selection.
  • Operation & Maintenance Support: Planning and integration of O&M provisions for 10 years post-commissioning.

Impact:

This project significantly contributes to Surat’s long-term environmental sustainability and urban sanitation goals. By augmenting the sewage treatment capacity from 155 MLD to 255 MLD and integrating advanced BNR and BPR technologies, the initiative ensures compliance with stringent effluent discharge norms, thereby protecting water bodies and public health.

The successful implementation of centralized SCADA monitoring and automation has enhanced operational efficiency, reduced human error, and provided real-time system diagnostics. Furthermore, the incorporation of a 10-year Operation & Maintenance plan underscores a commitment to long-term functionality and resilience.

Overall, this project sets a benchmark for modern wastewater management under the AMRUT Mission and reinforces our role as a key enabler of future-ready, sustainable urban infrastructure.
