Consultancy Services – 240 MLD STP and 160 MLD TTP under AMRUT (PPP-HAM Model)

We provided comprehensive consultancy services for the development of a 240 MLD Sewage Treatment Plant (STP) and a 160 MLD Tertiary Treatment Plant (TTP) under the AMRUT mission. Executed under the Public-Private Partnership (PPP) framework using the Hybrid Annuity Model (HAM), this project is geared towards producing industrial-grade recycled water for sustainable reuse by Ahmedabad’s industrial estate.

Scope of Work:

  • DPR & Detailed Design:
    Preparation of DPR, hydraulic and structural designs, and estimation for both the STP and TTP along with the treated sewage conveyance system.
  • Tender Management:
    Preparation of bid documents and facilitation of the tender process on a PPP-HAM basis, including technical and financial evaluation and recommendation for work award.
  • Integrated Engineering Services:
    Civil, mechanical, electrical, and instrumentation design, including advanced automation via PLC–SCADA systems for remote and real-time monitoring of inlet and effluent parameters.
  • Operation & Maintenance Framework:
    Provisions for 15 years of O&M were integrated into the bid structure and performance criteria.

Impact:

This landmark project enables circular economy practices by transforming secondary treated sewage into industrial-grade water for reuse. With the capacity to treat 400 MLD combined through STP and TTP, the initiative addresses both environmental and industrial water challenges, reducing freshwater dependency in one of India’s busiest urban centres.

The project integrates HAM-based risk-sharing with long-term O&M, setting a new benchmark for public-private collaboration in urban wastewater infrastructure. The use of PLC–SCADA ensures consistent compliance, efficiency, and transparency in treatment performance and monitoring.
